About

Harbinger Advisory Partners is a Dhaka-based strategic advisory firm specialising in government relations, policy consulting, business development, and investment facilitation. We operate across Bangladesh and globally — serving technology companies, agri-businesses, energy developers, NGOs, government bodies, startups, and investors who need expert guidance navigating Bangladesh’s regulatory, political, and commercial landscape.

We are practitioners, not generalists. The most consequential decisions in Bangladesh are shaped not only by legislation, but by relationships, precedent, and timing. Our work is to give our clients clarity in each of these dimensions — and the credibility to act on it.

Founded by professionals with direct experience across government, investment, development finance, and private sector leadership, Harbinger occupies a distinct position: we have sat on both sides of the table. We know how decisions are made in ministries, boardrooms, and donor missions — which means we advise from a place of genuine understanding, not assumption.

Our Mission

To accelerate Bangladesh’s economic transformation by connecting the right actors with the right decisions — through rigorous research, trusted relationships, and the courage to advocate clearly in complex environments.

We define our success by the quality of outcomes we help clients achieve — outcomes that are durable, ethically grounded, and built on a genuine understanding of the Bangladeshi political economy.

To be the most trusted advisory partner in South Asia for organisations that want to operate, invest, and grow in Bangladesh — with clarity, credibility, and lasting impact.

Bangladesh is at an inflection point. A $450 billion economy. A rapidly digitalising public sector. A generation of entrepreneurs rewriting what South Asian growth looks like. A policy environment evolving faster than most observers can track. Harbinger exists to be the guide that makes this environment navigable — and the advocate that makes our clients’ positions heard.

How We Work

Every Harbinger engagement begins with a diagnostic — a structured process of understanding your regulatory environment, stakeholder landscape, and strategic position. From there, we design an approach calibrated to your specific mandate and risk profile. Harbinger offers retainer engagements, project mandates, advisory board placements, and sector-specific briefing packages. All engagements begin with a no-obligation briefing session.

Diagnostic

We map your regulatory environment, identify key stakeholders and decision points, and assess strategic risks and opportunities. Delivered as a written briefing within an agreed timeframe.

Strategy

We design your engagement approach — who to approach, in what sequence, with what messaging and evidence. We identify which engagements Harbinger should lead and which your own leadership should anchor.

Advocacy & Execution

We represent your interests at the appropriate level — from ministerial meetings and written submissions to stakeholder facilitation and coalition-building. We operate with discretion and with a clear mandate agreed in advance.

Monitoring

We provide ongoing intelligence on regulatory and political developments relevant to your position, with monthly reporting and ad hoc alerts when the situation warrants immediate attention.

01

Evidence over Assertion

Every position we take is supported by research, data, and a rigorous understanding of the regulatory environment. This makes our advocacy more effective and credible.

03

Partnership over Transaction

We think in long arcs. Our most effective engagements are those where we are embedded as a trusted partner over time — not parachuted in for a single deliverable.

02

Integrity without Compromise

We will not take engagements that conflict with our ethical standards or our clients' reputations. We tell clients what they need to hear, not just what they want to hear.

04

Discretion as Standard

Client confidentiality is not a policy. It is a practice embedded in how we operate at every level. We treat that privilege with the seriousness it deserves.
